how do you get a new law started on animals running at large?
I live in Arkansas and the county has no laws against animals running at large and I would like to get one started. I also believe this should be a Fedral law. I know its not just a problem in my area
Call and complain as often as it happens. And have your neighbors do the same.We had this happen in our neighborhood and the police were no help because budget cuts had eliminated the funding for the Animal Control Officer. So my neighbor and I made up a petition/questionaire and took it door to door to 40 houses on 2 Saturdays.
The Questionaire contained questions like:
Have you witnessed dogs running at large? How often?
Have you personally had any damage to property, or had outdoor activities hindered for yourself or your children because the dogs are running at large?
How many days/months have you observed this behavior?
Have you called the police regarding what you observed?
Can you describe the dogs? We then gave them the option of signing the petition that we submitted to the police. We submitted it with 45 signatures on it to give the police an idea of what the radius of the problem was and the description of the animals to search for.
We then handed the neighbors a preprinted list of the phone numbers to the police,the Mayor office and the local Congressman and told them to call the police EACH AND EVERY time there was an issue and to write to the Mayor and Congressman. If they do not do this ,one dog can escalate into 4 dogs.When dogs travel in packs of 3 or more they become more aggressive and can attack without provocation. We had it happen on our block and the police had to shoot one of the dogs to prevent it from attacking him. Trust me,when you have 3 people on one block calling regarding the same issue every day or week , it usually sparks the attention of the police to investigate it. If they get this happening every day or week, and people are writing to their Mayor and Congressman it WILL get attention .
Other things that were helpful in this for us were:
1. We found out where the dogs hung out.Someone’s house?
2. Do any of them have a collar or tags? Stray dogs can entice owned dogs to stray form their yards and add more dogs to the pack.
3. If possible get photos of the dogs. I had an instant camera ready to snap pictures of the dog(s) to submit with the petition.They spoke volumes.
In doing all of this our Mayor got our Animal Control Officer reinstated to FULL time status.She was only Part time before.
I hope this is helpful for you. Also I would seek out info online to see how many people have been bitten by stray dogs in your area if any.It can only help your case.
